Focus is on observing real-world practices and conditions, and considering how these observations might inform future actions and decisions related to teachers and FL. This approach allows for a deeper exploration of the teacher issues (in-service training, professional status of teachers, and recruitment and retention of early learning teachers) and the subsequent development of actionable recommendations for the FL Plan of Action.
